A "seat" is a person on your team who can log in to the apps. Bronze includes 3 (good for an ED + a few board members), Silver includes 10 (typical for a small staff + active board), Gold and Platinum are unlimited (for orgs with larger staff or many board members and committee chairs).
For most add-ons, yes — services like Fractional ED and Strategic Plan Facilitation are available standalone. Custom automation builds, however, generally require at least a Silver subscription so we have somewhere to deploy the workflow.
